			<content:encoded><![CDATA[<p>The Atlantic Council is launching a Homeland security program to bring the defence agenda up to date with the strategic defence and security priorities that are increasingly dominating the decisions among NATO members and within NATO&#8217;s Emerging Security Challenges division.</p>
<p>The United Kingdom, and Europe has reached a critical point in the evolution of security threats, and it’s assessment of strategic priorities for defence &amp; security which acknowledges the emerging nature of those threats. The Homeland Security Programme will focus on the most significant issues and their bearing on homeland security in the United Kingdom guided by this emerging reality. The program embraces the need for enhanced partnership and information-sharing initiatives &amp; practices between the public and private sectors, and with other NATO members &amp; partners by enhancing inclusive dialogue and debate.</p>
<p>Program director Dan Solomon said: &#8216;The program will be characterised by  alternative scenario thinking, and the consolidation of ideas on new  priorities &amp; opportunities in homeland security vectors&#8217;</p>
<p>Furthermore the program recognises that security concerns driven by dynamic changes in the global environment require a composite policy response to avert and mitigate emerging security risks, while concurrently addressing the priorities and resources that the United Kingdom has established to achieve these goals. To this end, the program will seek to enhance informed discussion on the United Kingdom’s future civil security &amp; resilience, and in doing so to provide contribute to public policy debate that shall both shape and guide this future for the nation, and as a leading member of NATO.</p>

<p>Group moderator Dan Solomon, Director of the Homeland Security programme said &#8216;LinkedIn is an effective and popular tool within the defence and security communites for bringing together members and experts that want to support the Council&#8217;s programmes, and will enable a wide contribution to debates, and developing issues that the Council will champion in the future&#8217;.</p>
<p>The group will provide also provide a forum for launching and promoting events, provide exerpts of briefings &amp; papers, and canvasing views on relevant issues.</p>
